· Assist with the development of the essential operating procedures for activating effective interoperable radio communications among partner agencies.

· Prepare comprehensive two-way radio / wireless communications system specifications and requests for proposals (RFPs) for competitive procurement of the technology.

· Develop clear and reasonable RFP evaluation criteria.

· Evaluate all vendor proposals and determine the extent to which the proposed technologies and vendor capabilities meet the specifications and client expectations.

· Recommend selection of system vendor(s) that meet specifications and procurement requirements.

· Assist with contract negotiations and preparation to ensure that vendor contractual commitments clearly meet all agency requirements.

· Manage the implementation on behalf of the agency and/or in conjunction with the agency’s internal resources, to ensure that the contractor is fully compliant with all contractual commitments.

· Ensure that the system is installed and thoroughly tested, and that it complies with all system specifications and requirements prior to system acceptance.
