Wireless vs. Private Radio Communications
Systems Solutions A commercial wireless communications system or network is owned, operated, managed and maintained by a commercial for-profit enterprise. The system is available for use on a subscription, fees for services, and/or air time usage basis. The system generally uses radio frequencies that are licensed to the commercial enterprise, or radio frequencies that are available for unlicensed use. The commercial wireless communications system is normally available for shared use by the general public. Private (In-House) Radio Communications System A private "in-house" radio / wireless communications system is owned, operated, managed and maintained by the user, for the private use of the user organization. The private system employs radio channel frequencies that are usually licensed to the user, or uses radio frequencies that are available for unlicensed use. A private (in-house) radio communications system is generally controlled by, and is for the exclusive use of the owner of the system. The Commercial vs. Private System Dilemma Many public safety agencies, local governments, and private businesses are often unsure of whether a private mobile data or voice radio communications system that is owned and controlled by the organization is preferable to subscribing to a shared public wireless communications network from a commercial mobile data and/or voice communications service provider. In some special circumstances, one system will be the clear choice over the other. However, in many cases, the decision to contract with a commercial service provider or to purchase a private voice and/or mobile data radio communications system is not obvious.
The key issues for making a clear and rational business decision among the choices include: · Comparison of initial capital and on-going operating costs. · Reliable estimates of Return on Investment (ROI) over time. · Clearly identified risks and risk mitigation strategies. · Conclusive determination of benefits and disadvantages. · Assessment of the need for direct control over the reliability, performance, operation, maintenance. · Long term operating costs of a communication system.
