Public Safety Radio Communications System Interoperability
Cost-effective, reliable, public safety radio communications system interoperability is a critical public safety communications tool for diverse public safety agencies from multiple jurisdictions who are responding to homeland security, natural disasters and other types of local and wide-spread emergencies. Integration and/or interoperability of often incompatible individual systems has become essential for public safety agencies to meet their professional obligations and to satisfy the public's expectations for uncompromised emergency services and safety in times of crisis. According to the report Why Can’t We Talk?1 by the (U.S.) National Task Force on Interoperability, the public safety community has identified the following as key obstacles for voice and data wireless communications interoperability: · Incompatible and aging communications equipment; · Limited and fragmented budget cycles and funding; · Limited and fragmented planning and coordination; · Limited and fragmented radio spectrum; · Limited equipment standards.

Our proven technical skills and extensive experience with interoperability requirements, combined with our strong working knowledge of the Association of Public Safety Communications Officers (APCO) Project 25 standards, enable us to work with public safety agencies to implement a radio communications solution that provides the required interoperability to meet the critical operational needs within budget. We work closely with the agencies to: · Assist with developing a governing structure among interoperability partners within the identified region to enhance coordination.2 · Clearly identify the needs of all agencies that require wireless communications both internally and with other agencies during homeland security threats, natural disasters and other types of local, regional or wide-spread emergencies. · Thoroughly assess existing radio communications systems employed by partner agencies and determine specific modifications that are required to meet their interoperability needs. · Evaluate alternative two-way radio communications and other wireless communications system technologies and system configurations that will provide reliable, secure and cost-effective two-way radio communications for all agencies that are part of a regional coordinated emergency response plan. · Develop a sound, rational, and practical implementation plan to meet the interoperability needs of all agencies. · Establish clear, realistic budgetary estimates and funding options, and priorities for implementing the solution. · Assist the agencies to develop strong, workable procedures and operational rules for all interoperability communications.2 · Assist with the procurement, implementation, testing and acceptance of the wireless communications / two-way radio communications systems on behalf of the partner agencies.
